Because it is written, \u201cThat it may be a witness to me.\u201d \u201cFate,\u201d it is written, \u201cAccording to the selection by lot, their inheritance shall be divided.\u201d He would say, \u201cThis is for Judah and this is for Benjamin, and likewise for everyone. This is why it is written, \u201cBy lot,\u201d meaning that fate had spoken.
